Level cap
The current level cap is not stated in the notes. The roadmap plans to raise it to 35 in the early stage, 40 in the mid stage and 50 in the late stage (roadmap).

How unlocks work
The store page says raising your shop level unlocks new ingredients and equipment, and you spend the money you earn on expanding the shop, menu and seating. After you level up, a list of newly unlocked ingredients and tools appears (gamepad users can scroll it with the right stick). If you gain several levels at once, tutorials may queue up. The Day 1 patch fixed ordering bugs here, and v0.1.50 says partition unlocks now match when shop expansions unlock.
Drinks at Lv.25
The Day 1 notes list five bottled drinks that unlock for purchase and orders at Shop Lv.25: Cola, Zero-Sugar Cola, Soda, Oolong Tea and Barley Tea. Since v0.1.57 you can toggle each drink's orders on or off in World Settings.
